[Ms. Carney sent this letter to the Westerly Sun, other local news outlets, and PC to rebut a long attack piece by former Charlestown Town Council President Jim Mageau that named more than half a dozen people, including Carney.]


Oh Mr. Mageau, where to begin? I am referring to Mageau’s Westerly Sun letter to the Editor of September 27, 2011. Let’s start with a statement, then corrections to his multiple proclamations.

Mr. Mageau frequently makes statements in public and then once he’s said it, he then asserts, “the public record clearly shows”. Just because he says it and then quotes himself, doesn’t make it true.

We’ve gotten a number of questions from readers about whether Charlestown has a provision to legally remove Town Council members from office (other than elections every two years).

That’s a very good question. Until very recently, Charlestown did not have a broad provision for a recall election to remove an elected official from office. On September 28, my colleague Tom Ferrio replied to an anonymous comment by posting a comment with a reprint of part of the Town Charter that covers recall. 

But since the questions keep coming in, here’s an expanded answer.

Just in: Reed opposes "Carcieri Fix"

Senator Jack Reed effectively blocks amendment to reverse anti-Narragansett Supreme Court decision

The Providence Journal reported this afternoon that RI Senator Jack Reed will oppose any effort to attach an amendment to any annual appropriations bill that would reverse the 2009 Carcieri v. Salazar decision by the Supreme Court. That decision made the Narragansetts (and many other Indian tribes) ineligible to place land in special federal trust, thus exempting those lands from the legal jurisdiction of state and local governments.

If former Town Council President Jim Mageau really intends on making a full return to public life after having his ass kicked in the last two elections, we’re all going to need to do some homework.

I believe Jim Mageau holds the Charlestown record for the greatest number of lawsuit threats of anyone I know. He definitely holds the town record for the greatest number of lawsuits and administrative complaints against the town.

For a guy who hasn’t paid the town one nickel in taxes for over ten years, he loves to run up the town’s legal tab – and then he portrays himself as a hero for doing it, and the town as the villain for forcing him do it.

What is the CCA? That’s the Charlestown Citizens Alliance. It is an unincorporated association started in 2006 now registered with the state as a political action committee. The Board of Elections ruled they were raising money to work on electoral issues. According to their last campaign finance report (filed July 30), they had a cash balance of $2339.46.

Why should anyone care who or what they are? The CCA is Charlestown’s shadow government. They picked each and every member of the Planning Commission. Two of their long-time leaders head the Town Council and, with Lisa DiBello’s vote, hold the majority.

Red-light running is a symptom of a larger problem: Distracted driving

A national study reported in January 2010 that cell phones or texting are to blame for a whopping 28% of crashes.


According to the U.S. Department of Transportation (DOT), in 2009, nearly 5500 people were killed and almost half a million injured as a result of distracted driving, and cell phones were involved in 18% of those deaths. The National Highway Traffic Safety Administration (NHTSA) found that 20% of crashes that resulted in injury in 2009 involved distracted driving, and 995 fatal crashes involved cell-phone distraction. The Insurance Institute for Highway Safety has found that drivers who use hand-held devices are four times as likely to get into crashes serious enough to injure themselves.

I learned the hard way that Immigration and Customs Enforcement (ICE) field offices are actually becoming even more ruthless than before.

Now that the electronic shackle is off, it's really nice not having to listen to the eerie computer-voice commands regularly broadcast from its plastic speaker.
For 10 miserable days, I had to wear a thick rubber and plastic cuff around my ankle for 24/7 GPS monitoring. Every few hours, it would bark out strange comments and commands until I pressed a button to make it stop. Some were clear: "Call your officer." "Recharge the battery." But it also would sometimes declare "Leaving your master inclusion zone."
